He is one of Orifiela's dragons, whom she offers to the party after speaking with her again in Zenithia.
Like all other temporary characters, Sparkie will not level up. Sparkie will leave the party to report on the existence of the Yggdrasil flower once Rose has been revived.

Sparkie appears shortly after Psaro arrives back in Rosehill after conquering the lower echelon of the Cradle of Corruption. Rose is capable of understanding him, and translates his message, the message being a request from the Zenith Dragon, who seeks an audience with Psaro.
